Ideally, you should learn all three, as they are all official languages in Switzerland. However, assuming you only have time to learn one, then it would evidently have to be Italian, as Lugano is located in the Italian-speaking part of the country. Choosing Italian over the other two would therefore make life much easier for you in Lugano, as you would understand and be understood by everyone around you. This would vastly improve your oral skills and fluency, as it would put you in constant contact with Italian and "force" you to use it to get along daily.
